KUALA LUMPUR – The Human Resource Development Corporation (HRD Corp) has achieved a historic milestone, recording its highest-ever levy collection of RM2.3 billion, surpassing the previous year’s RM2.1 billion.
Human Resources Minister Steven Sim attributed this success to sweeping management reforms implemented across all agencies and departments under the Ministry of Human Resources (KESUMA), including HRD Corp.
“This is the highest in history. Some may ask why we collect levies. It’s not just about collecting them—we ensure that every ringgit is reinvested to empower Malaysians through upskilling and reskilling programs,” Sim emphasized.
CNY Celebration: Strengthening Community Ties
Sim made these remarks at HRD Corp’s Chinese New Year Open House, held at the Sin Ming SJK (C) School Hall. The event was attended by over 1,000 guests, including HRD Corp employees, business leaders, and representatives from various industries.

Also present were Digital Minister Gobind Singh Deo, KESUMA Secretary-General Datuk Azman Mohd Yusof, and HRD Corp CEO Datuk Shahul Dawood. The celebration featured traditional lion dances, cultural performances, and a special Yee Sang tossing ceremony, symbolizing prosperity and unity for the year ahead.
In his speech, Sim highlighted the importance of such gatherings in fostering harmony and collaboration among industries, government agencies, and the workforce. “This event reflects our commitment to inclusivity and community building. A strong and skilled workforce is key to driving Malaysia’s economic growth,” he said.
Major Growth in Levy Utilization and Disbursement
Sim also revealed that levy utilization surged to RM2.27 billion in 2023, marking a 30% increase from RM1.7 billion in 2022. Additionally, 85% of levy claims have already been disbursed—another 30% improvement compared to the previous year.

“Financial assistance approvals hit a record 98%, reflecting a 29% increase from 2023. Last year, HRD Corp expedited levy approval processing from seven days to just 24 hours. This year, we are pushing further to shorten levy disbursement from seven days to just three days,” Sim announced.
The record-breaking levy collection and increased efficiency in fund distribution underscore the government’s commitment to ensuring Malaysia’s workforce is better trained, highly skilled, and future-ready. -MalayaDailyToday
